Convention the Chinese, whilst not being placed on the
same footing as white civilised races and Japanoɛe,
would be more favourably treated than hitherto.
Chinese born in the Dutch East Indias, who have
as yet been treated as Netherlands subjects everywhere,
will now be allowed to become Chinese subjects if they
migrate to China and inscribe themselves there as
opting for Chinese nationality within three weeks
of their arrival in the country.
As soon as the Convention and lotes are published
I shall forward them to the Foreign Office.
I have the honour to be with the highest recpoct,
Sir,
Your most obedient,
huchle Servant,
(Signed) Alan Johnstone.
